I have been trying for 2 weeks to upload documents to ANTS for the drivers license exchange. For the life of me I can’t seem to do it. Can anyone recommend someone who handles this for expats?

So long as you look for services for “expats” you’ll be paying money for things that can be accomplished easily and for free.
Yes, France means bureaucracy but it also means that France has set up bureaucratic organizations that deal with bureaucracy 🙂
Go to the closest France service office for anything bureaucratic. They’ll sit with you, do your forms for you, submit them for you or put them in an envelope so you can submit them yourself. And all of that for free.
Whether it’s drivers licence, CDS or visa renewal, filing your taxes, applying for CPAM, etc… you won’t need to read blogs or Facebook or pay anyone. Just go there and ask.
Even if you have questions from your prefecture and you need an answer and can’t get a hold of them, ask those question at your closest France service. They either know the answer or they’ll help you find it free of charge. -
Find your local France Service. The staff will help with most documentation, including complicated stuff from Ants.
